The request from the City of New Berlin for an interlocal agreement with Guadalupe County for road improvement at the intersection of Gin Road and Santa Clara Road in Precinct 4.

The progress and completion timeline regarding the Guadalupe County Major Thoroughfare Plan.

C.

The Guadalupe County Service Center, located at 1052 FM 78, in Schertz.

The allocation and distribution of six (6) Chevrolet Tahoes purchased with previously awarded CJS Byrne Justice Assistance Grant funds—one each to the Cities of Schertz, Cibolo, New Braunfels, and Selma, and two to the City of Marion—and authorize the Fire Marshal/Emergency Management Coordinator to facilitate vehicle delivery and required paperwork.

The Excavation Permit Application for 2892 Sweet Home Road, Precinct 4.

I.

Accept the $1,765.00 donation from Double Diamond Carwash, LLC, to the Guadalupe County Sheriff's Office.

J.

Ratify the fully executed Fiscal Year 2026 Statewide Automated Victim Notification Service (SAVNS) Maintenance Grant Contract (Contract No. C-02689) between the Office of the Attorney General and Guadalupe County.

K.

The renewed Adopt-A-Road Program Adoption Agreement with the Air Force Cycling Team - Texas for two miles of Stagecoach Road, located in Precinct 4, for two additional years, beginning January 9, 2026, through January 8, 2028, and authorize the Road and Bridge Administrator to sign the agreement.  

L.

Terminate the agreement with ESO Solutions, Inc. for fire and first responder reporting services, and authorize the Fire Marshall/EMC to send written notice that the agreement will not renew.

6. ACTION ITEMS: Discussion and possible motion relative to:

A.

Pursuant to Texas Local Government Code Section 232.010, the Request for an Exception to Platting to allow the conveyance of a portion of Lot 3 of CoCo's Legacy Subdivision by metes and bounds description without revising the plat. 

B.

The Order to Advertise and Invitation for Bid specifications for IFB 26-08, Bridge Construction - Cottonwood Creek Road.

C.

The proposal from Brinkley Sargent Wigington Architects to perform a feasibility study for the renovation and expansion of an existing Guadalupe County-owned building, located at 11144 FM 725, to evaluate its potential for renovation and expansion to accommodate use by Guadalupe County Fire Rescue.

D.

The proposal from Brinkley Sargent Wigington Architects to perform a study to determine the feasibility of a new Emergency Response Center, located off FM 1978, for use by Guadalupe County Fire Rescue.

E.

The Addendum to the Agreement to Furnish Fire Protection and Related Emergency Services Between Guadalupe County and New Berlin Volunteer Fire Department for Supplemental Funding.

F.

The Addendum to the Agreement to Furnish Fire Protection and Related Emergency Services Between Guadalupe County and Lake Dunlap Volunteer Fire Department for Supplemental Funding.

G.

The Grant Agreement between the Texas Water Development Board (TWDB) and Guadalupe County for the purchase and installation of outdoor warning sirens, and authorize the County Judge to electronically sign the agreement and any related grant documents.

H.

Budget Amendment #26-21: To transfer funds from the Magistrate controlled assets to establish a new repair office and miscellaneous equipment line for the annual maintenance of a new copier.

Budget Amendment #26-22: To transfer funds from the Fire Department miscellaneous and kitchen items to controlled assets to purchase a washer, dryer, heater, and refrigerator for the Geronimo VFW location.

J.

Budget Amendment #26-23: To transfer funds from various Jail operations lines to capital equipment and extraordinary repair for a copier replacement, the expansion tank replacement for the boiler system, and the upgrade of the Vykron Jace chiller control system.   

K.

Budget Amendment #26-24: To transfer funds from the security expenses line to controlled assets in the Courthouse Security Fund for one taser battery charging station for the Justice Center bailiff's station. 

L.

Budget Amendment #26-25: To transfer funds from the Sheriff's Office fuel line to capital equipment for the increased cost of the budgeted handheld portable radios and mobile in-car radios. 

M.

Budget Amendment #26-26: To use remaining funds left over in the Road & Bridge capital outlay equipment & machinery line for two portable traffic signals.  

N.

Budget Amendment #26-27: To transfer funds out of the General Fund MIS computer software budget to the Road & Bridge for two Bad Elf GPS units and software package originally budgeted for one unit out of the MIS budget ($5,100); and to transfer remaining funds budgeted in the General Fund MIS PC contract maintenance/license for the annual ESRI/GIS Software to Road & Bridge personnel and operations for future GIS equipment and part-time cost ($16,142).

O.

Budget Amendment #26-28: To transfer funds from the Volunteer Fire Department Allocation budget to Marion Volunteer Fire Department as approved by Commissioners Court on December 16, 2025.

P.

The Addendum to the Agreement to Furnish Fire Protection and Related Emergency Services between Guadalupe County and the Marion Volunteer Fire Department for supplemental funding for the purchase of a tender fire truck.

Q.

The Capital Projects Fund Bill List.

R.

The selection of one of the County Commissioners to preside over meetings of the Commissioners Court in the absence of the County Judge.
